UEFI / Secureboot.

Get into the BIOS and Turn off UEFI.

I believe on most systems for this to work, you have to set a BIOS password.

In the BIOS there should also be an option for Boot Order, make sure
USB/CD is above the hard drive.

The next part can be tricky and I suggest you do a google search for
UEFI / secure boot linux install.

With Ubuntu server, you need to do the following:

$ sudo mount /dev/sda1 /mnt
$ sudo mkdir /mnt/EFI/BOOT
$ sudo cp /mnt/EFI/ubuntu/* /mnt/EFI/BOOT
$ sudo mv /mnt/EFI/BOOT/grubx64.efi /mnt/EFI/BOOT/bootx64.efi

Probably best not to follow that verbatim (since it undoubtedly varies
per Linux), but it'll give you an idea of what you're looking for so you'll
know it when you see it. But that's the steps for my Intel NUC boxes with
UEFI.

I had purchased a laptop with Win 8 last year, and had hoped to set it
up as a dual boot. On this ASUS laptop, a BIOS password wasn't
required. After turning UEFI off, and installing Linux, there were
still issues with getting it to boot into Fedora 20. This process
wasn't too hard with Win XP or 7.0. After way too much time messing
with it, I finally lost my patience, and just obliterated Win 8 and have
run the laptop since under F20, and have been pretty happy with it.
It's MUCH less hassle than Win 8 or 8.1.

Larry's comment that a dual boot under Win 8 can be tricky is nicely
understated......

Once you turn off uefi, it shouldn't "need" a password. At least on my
Toshiba, it didn't. Once turned off, I had no problem installing Linux,
but at the same time, I had no interest in a dual installation: I wiped
Windows 8 off the drive. i hated the idea of having to buy a new pc with
Win 8 pre-installed in the first place.

I think this is a little out of my ability. I guess I would have to have a
step by step procedure and some luck to fix this. Appreciate all of your
attempts to help me.

Is this an HP machine, you may not be able to, Dave W1HKJ has run into this issue himself, trying to install Linux on said machine. The hardware and software guy are conspiring against you.

Warren's problem highlights the ever increasing 'lock-in-lack-of-freedom'
problem when you buy a ready-to-go PC/Laptop with M$oft ware installed.

As I have done myself I suggest people to buy a 'barebone' machine adding
a hard drive and other peripherals themselves.

There are also companies supplying PC desktops/laptops without an operating
system ; probably cheaper as well.
